Requirements:

If a action slightly differs between the manifests the package manager needs to throw an error and refuse installation
Multiple manifests can define the exact same action
During install that needs to be de duplicated.
During upgrade we need to find out which actions need to change
During uninstall the actions have a chance to be present in a manifest that needs to be removed and in one left on the image so it needs to not be touched.

When installing or changing packages the manifests need to be read and we need to calculate a set of changes to the Image based on the Actions installed and the new manifests to add or those to remove.
