Maintainer decisions — 2026-09-22

Contributor architecture stays in the repository. Document actual components (including resolver/catalog behavior where relevant), distinguish implemented facts from plans, and link to the operator mdBook and illumos-style CLI man pages. Follow #30; component docs do not substitute for installed man pages.

These decisions supersede conflicting earlier scope below. This update records maintainer decisions, not implementation or test completion.
