Maintainer decisions — 2026-09-22

Implement the v1 telemetry contract in #29: OTLP/HTTP traces, metrics and structured logs; nonblocking on collector failure; bounded queues drop oldest queued records on overflow and expose drop counts. Keep durable access/retention/import records independent. Numerical limits, sampling and backend remain to be specified.

These decisions supersede conflicting earlier scope below. This update records maintainer decisions, not implementation or test completion.
