Anima work item 019fe0f0-e254-7522-b9b0-f3860bf30597.

Final bounded replacement for WI-371. Depends on 019fe0f0-e16e-79f0-b407-a04af93eae0e and the audited reconcile-session item 019fe0e9-90bc-7d03-8dd2-298dfdd5097b.

Extend runner heartbeat or attach state with the identities behind occupied slots, not only an aggregate free count. Compare that authoritative runner view with live database sessions and server reservations. Heal missing or stale reservations idempotently and emit a structured discrepancy event; never mark an actually-running runner session dead from a count mismatch alone.

Acceptance induces both divergence directions and proves they converge within two heartbeats without restarting the runner or editing Postgres.
