Anima work item 019fe0f7-2194-7041-b629-5af5e160ac08.

Current-main replacement for draft WI 019fa59b-8eb8-71d2-9211-0a76ca6ff6a9 and stale PR #447. Depends on graph-version schema item 019fe0f0-421b-7b02-9918-513cf2ad40c8.

Seed the default Feature Development graph as versioned data with explicit Agent implementation, Machine CI, and Agent AI-review phases and edges that enforce CI before review. Preserve existing workflow identity and migrate current installations idempotently. Tests must resolve the seeded graph through the production repository path and prove its edge ordering.

Do not implement dispatcher branching, Work Item graph pins, or delete old exit-bar columns here.
