Prevent a native worker from advertising CPU and memory reserved for its host and retained VMs. Validate explicit --system-reserved-cpu, --system-reserved-memory and --max-pods against one capacity snapshot before worker effects, then publish that snapshot as Kubernetes capacity/allocatable. SMF validates these controls without exposing credential paths.

Document node03/stor02 coexistence, migration and recovery. Reservations remain operator-selected; this does not automatically discover VM consumption or implement eviction/max-Pod admission enforcement.

Stacked on PR12. Review revision: 9d920a61a95fa0c40b3822a8a77a5370cdfa0c22, foundation d43465c788363e7ccbccb21f5c7b6f9dc0503427. Both capacity commits remain patch-equivalent; inherited API/runtime fixes are described in PR12.

Validation: foundation d43465c788363e7ccbccb21f5c7b6f9dc0503427 passes 452 local workspace tests and strict Clippy. Combined 97f38097984aa571d6336c5ae488aa6a9f22ed5b passes 486 tests (0 failed, 2 existing ignored) and strict workspace/all-target Clippy. Both the foundation and rebuilt combined binaries pass the actual API, cluster, lifecycle and authentication smoke sequence, with all 47 tracked child processes reaped in each sequence. Both dependent two-commit ranges remain patch-equivalent.

Current-head native23 (52 mandatory regressions plus actual cluster/lifecycle smokes), target ABI/package, canonical review/CI and merge remain pending. Prior native22 proves its recorded source only. Installation, public distribution and migration acceptance are not claimed.

Actual node03 installation, allocatable values under load and workload migration remain separate live acceptance. WI-11: 01a1167b-278c-78f3-a813-b588e2bcc89a. Preserve docs/node03-migration.md.
