Work item: 01a10716-ddd7-7883-b240-ea35273e1fd5 (RedDwarf WI-7).
Adds the October 9 CI runner runbook and links it from the README. It pins the qualified c238 source/.5 IPS package/offline image and records the real October 5 job, restart preservation, normal DELETE, kernel/IPAM cleanup, final teardown and original swap reservation restoration. The three failed demo/evidence-helper attempts remain failed, with separate recovery segments and original clocks.
Validation: 18 relative links resolve; three shell blocks parse; independent source review confirms API/SMF/job syntax. The exact c238 foundation passed 290 native tests and canonical review/CI; the hosted Cargo job passed exit 0. Final cleanup completed 250 typed-zero/drained commands; property-only restoration completed 98. The portable 23-file archive includes the package, source/docs bundles, actual dated recordings, offline viewer and SHA256SUMS (archive SHA256 00779d56a72743a750bc1194c18717bc696a39893d73239337a58e782327410c). Future October 8 readiness and October 9 live execution remain pending dated actions.
