Default existing labels to qemu and validate snapshot eligibility against explicit OS metadata before image downloads. Carry the declaration through VM specs, scheduler logs, first-writer-wins persistence and MCP run/step responses. Snapshot execution remains future work; VM launch code is unchanged.

Validation: 42 tests passed with cargo test --locked -p orchestrator -p mcp-service -p migration (RUSTDOC set to the installed proxy); rustfmt 1.94.1 and git diff --check passed. VM adapter, CI workflows and Cargo.lock are unchanged.
