Anima work item 01a0c991-22f6-7a60-a716-e59a5f106d55

Bare operator-hold parks no longer appear as human attention. Real pinned human gates, pending change decisions, unanswered mentions, and ordinary failure/product-decision parks remain visible. Dashboard decision rows are deduplicated when a held item has both a human gate and pending change.

Validation:

  • settings_gate_test acknowledged_operator_hold_is_not_a_dashboard_attention_item
  • thread_list_test query_plan_includes_work_items_and_human_attention_respects_lifecycle
  • git diff --check
