Failed project decisions remain actionable. Project/plan loads distinguish unavailable service from not-found and preserve cached content during failed refreshes. Plan promotion and workflow changes report failures with retry; project setting rollback preserves unrelated successful writes. Includes the eight-section source/tracker audit under docs/design/ui-audit-2026-09-30. Existing phase-axis and queue scheduling work remain in their owning WIs.

Validation: independent PWA production build (including TypeScript), lint, and focused regression tests passed. The combined PWA suite also passed. Local fixture browser checks were performed; authenticated live UI acceptance is pending sign-in. Anima review/CI and human acceptance remain required; this PR does not claim deployment.
