WI-903 (01a0f353-9a76-7471-bc1f-a238fa9a9d58) adds New, Duplicate, and Edit workflows with phase, gate, skill, reviewer and transition configuration. Drafts survive errors and conflicts; navigation guards, retry identity, keyboard reorder and responsive native controls support complete authoring.

Complete revisions publish atomically with graph and metadata fences and fresh phase identities. Existing work keeps its graph pin; new entries use the current revision. Active graph reads, skills catalog, mixed-revision slice projection, operator/scope checks and local-placement validation complete the persistence path.

Stacks on #758, base codex/wi-897-workflows-ui; preserves its inspector repairs. Built-ins use Duplicate. Runtime still advances in phase order; stored conditions do not select routes. Disabled AI gates retain their existing stop semantics, disclosed in the UI.

Validation: production frontend build/typecheck, lint, and 518 tests in 67 files pass. Three isolated Docker/PostgreSQL/gRPC tests cover concurrent create/publish, rollback, old/new pins, catalogs/configuration, slices and authorization. Strict backend/test Clippy and focused formatting pass; pre-existing repository formatting differences are documented. Desktop, 390px and 320px preview checks pass with saved screenshots and exercised create/edit/duplicate/recovery flows.

Evidence: docs/design/workflow-authoring-2026-09-30/. No production workflow mutation, merge or deployment was performed. Canonical Anima review, CI and acceptance remain required.
