Agents showed historical reviewer identities while configured Astra and Claude lanes were missing or lacked their current model. This change exposes sanitized bindings from the loaded central Relay and shows exact models, project coverage, registration status and unknown readiness. Administrators can explicitly enroll an unregistered lane; enrollment starts disabled and fences the model/Akh shown on screen.

Reviewer updates preserve review-only intent, enforce administrator identity and PAT scope, reject identity changes and stale flag/rank saves, and reuse canonical auditing. Reordering is one complete-roster transaction with a current-order fence and rollback, retaining disabled entries, historical identities and phase subsets. Registration retries retain the full original request; conflicts and changed runtime contracts require fresh review.

Validation: 507 frontend tests across 67 files; production build/typecheck and lint pass. Real Docker/PostgreSQL acceptance covers tonic wiring/auth, sanitization, exact identity fences, retries, nonempty phase subsets, overlapping registrations/reorders/canonical writes and forced audit rollback. The existing reviewer-only RPC regression and focused strict clippy pass. Independent local WI221 review approved. Desktop and 390/320px registration were checked in the built app preview.

Stacks on #763 (base 2984ae150). The new database acceptance binary is wired into nightly CI. Evidence is recorded under docs/design/runtime-reviewer-catalog-2026-09-30. Production reviewer policy was not changed; canonical review, published-head CI, acceptance and deployment remain separate gates.
